Wastewater treatment planning and construction is expected to take 10 years to complete in the Core Area, with an estimated cost of $1.2 billion. The CRD has defined the Core Area Liquid Waste Management Program (CALWMP) in three phases: the Decision Process, Program Development and Program Implementation. The decision process was completed in June 2007. The CRD is now working on the Program Development phase, which consists of conceptual planning and design basis planning.

Conceptual Planning

Conceptual planning work is essentially a refinement of the wastewater management strategy. The end point of this work will be a decision by the CRD Board on how many wastewater treatment plants will be built and on what time frame. Conceptual planning began in Fall 2007. After an approved extension by the Minister of Environment, planning decisions are expected to be complete by June 2009. A series of workshops is planned for Spring 2009 with CALWMP’s committee to assist the CRD in finalizing its strategy.

Design Basis Planning

Design basis planning work will then take this decision and carry out sufficient preliminary engineering of each facility to allow for the preparation of competitive proposals for design, construction and possibly operation and maintenance.

Design will include the construction of at least four wastewater treatment plants and the associated infrastructure. The CRD Board has not yet made a decision on the implementation strategy for the Core Area. One option the CRD is contemplating is the continued operation and maintenance of the linear infrastructure but out-sourcing of the operation and maintenance of treatment plants. The design phase will see sufficient preliminary engineering work take place to allow for several different implementation strategies.

Program Implementation

Following competitive bidding, the Program will move into a Procurement of Services phase, where work done will depend on the design basis planning strategy. This strategy will determine the procurement of services for plant design, construction and operations.

Project Management Team

The team involved in carrying out the planning and program management for wastewater treatment will be a combination of internal CRD staff and out-sourced consultants.
