A strong decision-making framework is essential to planning for wastewater treatment in the CRD. Data must be weighed and analyzed carefully in order to arrive at a holistic strategy for treatment. The framework recommended to the CRD considers resource recovery options in light of and in tandem with the CRD’s existing programs (solid and liquid waste programs), as well as any potential for program integration. Essentially, the decision making framework is “an enhanced triple bottom line approach” which considers the economic, environmental and social effects of different alternatives and incorporates three elements: multi-criteria, risk identification and the decision process itself.

Multi-Criteria Alternative Analysis (MOAA)

This is a method of evaluating a selection of alternative options. The steps involve:

  • Selecting objectives (criteria) that are important to the CRD
  • Evaluating each of the options for its ability to meet each criterion and assigning a numerical “performance measure” value
  • Determining the relative importance and weight of each criterion that reflects CRD priorities and community values
  • Scoring the alternatives using performance measures and weightings

Risk Identification & Analysis (RIA)

Risk identification and analysis is proposed as a separate effort from MOAA. The steps involve:

  • Identifying individual risks for each alternative
  • Based on likelihood of occurrence and severity of impact, categorizing each risk as low, medium, high, or critical
  • If risk is a particularly important factor in the evaluation, comparing alternatives by assessing the probabilities and cost outcomes of each option

The Decision Process & Implementation

Once the CRD has thoroughly explored options, it will decide on a course of action for wastewater treatment. The plan will include MOAA, RIA and a communications strategy.

There are two key timeline dates in this process:  June 30, when the CRD will update the Minister of Environment and December 31, by which time an amendment to the wastewater plan will be finalized.
